New MEA policy
As you are aware, the New York City regulation TPPN #05/00 mandates that materials used in flex signs comply with the NFPA 701 Test Method 2 initially, after water leaching and after accelerated weathering. Previously aside from this report, New York City required MEA certificates. MEA certificates are now history. New York City has disbanded that program and a new office has oversight of all test standards:

The way the new system works the materials must still pass the NFPA 701, Test Method 2, but there is no need to submit reports to any New York City agency. However, the OTCR has the right at any given time to request that specific test results be submitted.
